As Obama announced. . .[The World Tyrant will] keep nearly ten thousand troops inside Afghanistan till 2016 and protract the occupation, 


the Islamic Emirate of Afghanistan strongly condemns this stance of the American [World Tyrant] politicians and considers it a clear violation of the religious, national and human rights of the freedom-loving people of Afghanistan. 



No human law allows anyone to violate the territorial boundaries of a sovereign country, usurp their political independence and bring them under military occupation. 



As the US [World Tyrant] authorities blatantly. . .[promise] to protract the occupation of Afghanistan till 2016, these expressions are very ignominious and they must be strongly condemned by those individuals, peoples and governments who are committed to sovereignty and freedom. 



The Islamic Emirate of Afghanistan has explicitly manifested its stance on behalf of its pious masses about the US [World Tyrant] occupation i.e. 


even the presence of a single American soldier inside Afghanistan is unacceptable for our nation and masses; 


Jihad is obligatory against them and our people will continue their legitimate resistance and Jihad against them. 



Prior to the invasion, we had told the Americans [The World Tyrant] that they will not benefit from this felony rather it will increase their miseries but 


they did not pay any heed and now they are not only stuck into the longest and [most] humiliating war of their history but also 


internationally their foes are increased; 


their military, political and economic majesty and supremacy are demolished; 


rather their decline and deterioration started from the start of this futile war. 



A few years ago when the reins of [World Tyrant] power was transferred from Republicans to Democrats, we once again called upon the fire-kindling US [World Tyrant] authorities to recompense the blunder of the previous government and if they insist on war, their casualties and humiliation will inevitably escalate 


but Barak Obama did quite the opposite. 


Instead of withdrawing his forces, he sent tens of thousands more troops to Afghanistan. 


The scope of resistance and struggle against the American [World Tyrant] occupation soared correspondingly with the increase of invading forces. 


The amount of casualties among the occupying forces escalated and eventually the American [World Tyrant] authorities were compelled to decide to quit from the battlefield. 



We once again call upon the American [World Tyrant] officials that they are repeating the felony of their predecessors here; 


they are only wasting their time here; 


they are augmenting the miseries of our as well as their nations and 


eventually it is the American people who will suffer most from this futile war. 



The American [World Tyrant] authorities should presently [now] take that decision which will have to eventually be taken by them two years later so that on one side, the sufferings of our people are brought to an end and on the other side, their casualties are not protracted too. 



For the apprehension of the American authorities, we would like to elucidate that as a Muslim nation, Jihad is obligatory on us according to our beliefs till the end of occupation of our pious land by the infidel forces. 



The presence of armed infidel forces inside a Muslim land has no legitimacy and justification.  Therefore the obligation of Jihad is not deferred with the quantitative decrease of the occupying forces rather it (Jihad) is as compulsory even against a single foreign soldier as it is obligatory against thousands of them. 



Therefore, if the Americans [World Tyrant ubermenschen] want to relieve themselves as well as the Afghan masses from this futile Afghan war, they should completely withdraw their forces from Afghanistan as soon as possible.

Townsend [Homer Townsend, executive director of Paralyzed Veterans of America] said the jury is still out on whether Shinseki did enough to confront the department’s problems 


“I think anybody who has that job today is going to fail,” Townsend said. 


“I don’t think everybody realizes the depth of the problems.”

The U.S. [World Tyrant] CIA announced a plan not to inoculate preventive vaccine any further in Pakistan.  Nobody can guess the real meaning of it, apology or pledge.  3 years ago, the U.S. [The World Tyrant] started vaccination against B-type hepatitis in Pakistan, loudly advertising it as a charitable work for Pakistanis. 



In fact, however, the charitable work was a link of top secret military operation of the U.S. [The World Tyrant] to violate the sovereignty of Pakistan. 



The U.S. [The World Tyrant] used local physicians to gather the blood of children and obtain its analysis result. 



Through them [the local physicians] the U.S. [The World Tyrant] confirmed the residence of the objects of murder [= the targets] and conducted the operation of murder by sending its task force illegally without the Pakistani government’s knowledge. 



The fact enraged many Pakistanis.  They killed physicians as cat’s-paws of the U.S. [The World Tyrant]. 



They are rejecting vaccination even by non-governmental organizations. 



Much upset, the U.S. [The World Tyrant] made the CIA, culprit of the plot, announce a decision to stop vaccination. 



In a word, it is a sort of pledge not to make such a delusive charitable work like stroking with one hand and beating with the other. 



But, who on earth believes it? 



As the wolf can never become the sheep, the U.S. [The World Tyrant] can never cure such wicked habit before passing away.

[Syrian Arab Republic] Health ministry dismisses as fabricated EC statement on health situation in Syria

Damascus, (SANA) – Ministry of Health has lambasted as a new fabrication a recent statement by the European Commission*er* for International Cooperation and Humanitarian Aid on the health situation in Syria. 



Earlier, the European Commission for International Cooperation and Humanitarian Aid has claimed in a statement that 200,000 Syrian citizens have died in Syria since the crisis began due to a spread of diseases and lacking healthcare and medicine. 



Moreover, the statement said that vaccination campaigns in Syria have stopped which, it claimed, prompted a spread of polio and measles. 


In a statement issued on Thursday which SANA received a copy of, the ministry condemned the EC statement which it described as “yet another fabrication that goes too far in spreading lies and distorting facts.” 


Such statements would serve to impede the ministry’s efforts to get health services to citizens despite unprecedented challenges besetting the healthcare sector in Syria, added the statement. 


The health sector in Syria is grappling with manifold challenges due to 


incessant terrorist attacks against it, coupled with 


a stifling economic embargo which saw, among others, the EU [NATO] severing funds for having 33 hospitals equipped that were due to be put into service in 2013. 


The statement dismissed statements alleging that a national vaccination program that has been on in Syria since the onset of the crisis has stopped, affirming that the program is still “working at full capacity” with vaccinations against 11 diseases included. 


The statement reminded that Syria has been declared 


free of polio in 1995 and 


was on its way to wipe out *measles* 


before a case [of polio] was confirmed by the end of last year which, it said, was established to be of a *Pakistani* [CIA] origin. 


Since the first polio case was confirmed, said the statement, the ministry has announced a strict plan to have the disease uprooted, launching so far six national immunization campaigns, the latest of which turned out to be a raging success as up to 2,900,000 children under five of age have been immunized. 


No new polio cases have been registered since January 21, said the statement. 


Commenting on the Commission’s claims about a shortfall in healthcare services and medicine, the ministry put at 45 million the number of free-of-charge health services provided to citizens in 2013. 


The ministry reiterated in the statement its keen interest in meeting the health needs of citizens amid the current conditions [The World Tyrant’s proxy war aginst the Syrian peoples], playing down the effect of such biased statements which, it said, will make it more determined to carry out its duties “with stronger vigor.”

In June, 2013, the media in the UK, the United States and China’s Hong Kong exposed the National Security Agency’s clandestine surveillance program, codenamed PRISM, using documents released by the former NSA contractor Edward Snowden.  The leaked information provoked shock and outrage.  Subsequently, an investigation carried out by relevant Chinese authorities over several months confirmed the existence of snooping activities directed against China. 


As a superpower, the United States [The World Tyrant] takes advantage of its political, economic, military and technological hegemony to unscrupulously monitor other countries, including its allies.  The United States’ [The World Tyrant’s] spying operations have gone far beyond the legal rationale of “anti-terrorism” and have exposed its ugly face of *pursuing self-interest in complete disregard of moral integrity*.  These operations have flagrantly breached International laws, seriously infringed upon the human rights and put global cyber security under threat.  They deserve to be rejected and condemned by the whole world. 



The U.S. secret surveillance activities directed against China and other nations include: 


— Collecting nearly 5 billion mobile phone call records across the globe every day 


— Spying over German Chancellor Angela Merkel’s cell phone for more than 10 years 


— Plugging into the main communication networks between Yahoo’s and Google’s overseas data centers, and stealing data of hundreds of millions of customers 


— Monitoring mobile phone apps for years and grabbing private data 


— Waging large-scale cyber attacks against China, with both Chinese leaders and the telecom giant Huawei as targets 


Targets of U.S. surveillance include the Chinese government and Chinese leaders, Chinese companies, scientific research institutes, ordinary netizens, and a large number of cell phone users.  China sticks to the path of peaceful development, and sees no justification for being targeted by America’s secret surveillance under the guise of fighting terrorism. 


America must explain its surveillance activities, cease spying operations that seriously infringe upon human rights and stop creating tension and hostility in global cyber space. 




I. The United States conducts widespread secret surveillance across the globe 



1. The United States eavesdrops on world leaders 


At the end of 2013, The Guardian reported that as many as 35 leaders were on the NSA surveillance list, including United Nations Secretary General Ban Ki-moon, German Chancellor Angela Merkel and Brazilian President Dilma Rousseff. 


On March 29 this year, the German news magazine Der Spiegel, citing a secret document from Snowden, revealed that 122 world leaders were under NSA surveillance in 2009, and the agency built a secret database on world leaders which contains 300 reports on Merkel.  The list is in alphabetical order by first name, starting from “A,” with the then prime minister of Malaysia Abdullah Badawi heading the list and Merkel sitting at the 9th spot in the “A” zone.  The last on the list was Yulia Tymoshenko, who was then prime minister of Ukraine. 


According to Spiegel Online, the NSA spied on UN headquarters and the EU mission to the UN. The surveillance covers *politics, the economy and commerce*. 


In the summer of 2012, the NSA succeeded in breaking into the UN video conference system and cracking its encrypted system.  “The data traffic gives us internal video teleconferences of the United Nations,” Der Spiegel quoted one document as saying. 


According to the New York Times, in May 2010, when the United Nations Security Council was considering whether or not to give sanctions against Iran over its nuclear program, several members were swinging.  Susan Rice, then U.S. ambassador to the United Nations, asked the NSA for help “so that she could develop a strategy.”  The NSA swiftly drew up the paperwork to obtain legal approval for spying on the diplomats of four Security Council members. 


According to documents leaked by Snowden, the NSA has spied on delegations from and embassies of Brazil, Bulgaria, Columbia, the European Union, France, Georgia, Greece,  India, Italy, Japan, Mexico, Slovenia, South Africa, South Korea, Venezuela and Vietnam, among others. 


Apart from the UN Headquarters, the information technology infrastructure and servers of the EU and the International Atomic Energy Agency (IAEA) have also been grasped by the U.S. [The World Tyrant].  When the EU moved its UN office, the U.S. [The World Tyrant] relocated its bugs. 


A document released by Snowden to the Guardian reveals that American spies based in North Yorkshire in the UK intercepted the top-secret communications of then Russian President Dmitry Medvedev at the 2009 G20 Summit.  This was *just hours after* Obama and Medvedev reached a consensus to build mutual trust during their talks. 


A classified document dated June 2012 shows that then Mexican presidential candidate Enrique Pena Nieto’s emails about naming some cabinet members were read by the NSA.  The U.S. [World Tyrant] secret service also monitored the communications of Brazil’s President Dilma Rousseff and used a special software to track her emails and online chat. 


Australian spy agency the Defense Signals Directorate worked alongside the NSA in mounting a massive surveillance operation on Indonesia during the UN climate change conference in Bali in 2007. 


During the G20 Summit in Toronto in June 2010, the NSA ran a six-day spying operation at the U.S. [World Tyrant] embassy in Canada. 


Leaked documents also show that Japan, Brazil and Iraq are key intelligence targets of U.S. [World Tyrant] eavesdroppers for their “economic stability and impact” mission.  For the “emerging strategic technologies” mission, Russia is a focus, along with India, Germany, France, South Korea, Israel, Singapore, Sweden and Japan.  China, Germany, France, Russia, Iran, North Korea, Japan and another 10 countries, plus the UN, are listed as key targets of the “foreign policy” mission. 


The New York Times concluded that the NSA “spies routinely on friends as well as foes” to achieve “diplomatic advantage over such allies as France and Germany” and “economic advantage over Japan and Brazil.” 



2. The United States [The World Tyrant] spies on the public all over the world 


The U.S. surveillance on the Internet is so massive that it is able to monitor nearly everything a targeted user does on the Internet.  According to the Guardian, American intelligence uses a secret surveillance system known as XKeyscore, comprising 500 servers distributed around the world, to mine intelligence from the Internet.  Leaked documents boast that XKeyscore is the NSA’s “widest reaching” system covering “nearly everything a typical user does on the Internet.” 


Documents released by Snowden show that the NSA gathers around 5 billion records each day on the whereabouts of cell phones and these records comprise a vast database of information.  Also, the NSA collected about 2 billion cell phone text messages each day from around the world. 


Some U.S. media have remarked that intercepting suspects’ telephones to obtain information is nothing new, but collecting such *vast* amount of intelligence overseas is astonishing. 


The Washington Post reported that the NSA secretly broke into the main communication links that connect Yahoo and Google’s respective data centers around the world.  By tapping these links, the agency positioned itself to collect data at will from hundreds of millions of user accounts.  By analyzing the data, the NSA can discover who sent or received emails, when and where, as well as email contents, including audio and video as well as text. 


According to the Brazilian website Fantastico, the NSA has carried out so-called Man-in-the-Middle (MITM) attacks using fake security certificates to pose as a legitimate web service, bypass browser security settings, and intercept data that unsuspecting persons are attempting to send to that service.  Google is among the services the NSA has impersonated. 


The Guardian has revealed that the NSA routinely shares raw intelligence data with Israel without first sifting it to remove information about U.S. citizens.  This is despite of earlier promises by the Obama administration to rigorously protect the privacy of innocent U.S. citizens caught in the dragnet. 


On Dec. 31, 2013, the German news magazine Der Spiegel quoted NSA papers describing how the agency collected sensitive data from Sea-Me-We 4, the key undersea telecommunication cable system linking Europe and Asia, as well as its plans to continue eavesdropping on other undersea cables. 


The French daily Le Monde reported that the U.S. [World Tyrant] spy agency tapped more than 70.3 million phone calls made in France between December 10, 2012, and January 8, 2013. 


In an internal NSA document, smart phone operating systems such as iOS and Android are described as the “gold nugget of data resources.”  The NSA and the British Government Communications Headquarters (GCHQ) have been collaborating on mobile phone surveillance since 2007, when the budget of the NSA was increased from 204 million U.S. dollars to 767 million U.S. dollars, allowing the agency to dig even deeper. 


The Guardian and the New York Times have reported that the NSA targets smartphone apps to fish for users’ personal data such as age, nationality and location (based on GPS). The apps under surveillance include the popular game Angry Birds, Google Maps, Facebook, Twitter and the photo-sharing site Flickr. 


The NSA has planted backdoor software in around 100,000 computers worldwide since 2008, giving it the capability to monitor them around the clock, as well as launch attacks.  The agency can access and control these computers using radio waves even if they are not connected to a network. 


Since 2010, the NSA has been snooping on U.S. citizens to “analyze their social connectivity, to identify private information such as the users’ associates, their location at a certain point of time, and their travelling companions.” 


All of the NSA’s surveillance activities have been conducted in secrecy, following a secret U.S. government  [World Tyrant] decision to loosen restrictions on surveillance and bypass deliberation or discussion by the U.S. [World Tyrant] Foreign Intelligence Surveillance Court.  A memorandum filed by the U.S. [World Tyrant] Department of Justice (DOJ) in 2006 warned about the possible abuse of surveillance. 


The NSA applies sophisticated analytical techniques to identify what it calls “co-travelers,” i.e. unknown associates of known targets.  This project allows the NSA to explore the social links of known targets. The location and time of their activities can be extracted in under an hour from a vast database of information.  Associates of known targets become the NSA’s new targets. 


U.S. government [World Tyrant] officials have argued that these massive surveillance operations are legal and do not target U.S. citizens, but U.S. citizens travelling abroad are nevertheless subject to eavesdropping.  U.S. media have also reported that the NSA carried out a pilot project to collect huge amounts of mobile phone location data within the United States during 2010 and 2011. 


In April 2013, Frank La Rue, UN Special Rapporteur on the Promotion and Protection of the Right to Freedom of Opinion and Expression, said in his report to the Human Rights Council that the United States [The World Tyrant], by renewing the Foreign Intelligence Surveillance Act, had empowered the U.S. government [The World Tyrant] to “conduct surveillance of non-American persons located outside the United States including any foreign individual whose communications are hosted by cloud services located in the United States.” 


Leaked documents show that many countries, including Germany, South Korea and Japan have been targeted by the NSA’s eavesdropping, and that the intelligence agencies of the United States [The World Tyrant] and some European countries have joined hands to launch massive network monitoring and phone-tapping operations that severely undermine the network security of *all* countries. 


Norwegian media have reported that Norway is also a target of U.S. [World Tyrant] surveillance. The NSA collected data from more than 33 million mobile phone calls made in Norway between December 10, 2012, and January 8, 2013. 


The Italian weekly L’Espresso has reported that British and U.S. [World Tyrant] intelligence agencies have been massively bugging Italian telephone communications and network data. 



3. Monitoring international companies 


The U.S. government [The World Tyrant] does not just target the Internet, but also key industries such as finance, transport, electricity and education. 


Documents leaked by Snowden show that the NSA’s eavesdropping not only target overseas government leaders but also international organizations and business leaders. 


The German weekly Der Spiegel reported that financial transactions, especially credit card deals, were among the targets of NSA surveillance programs.  Visa and the international payments system SWIFT were both monitored. 


A surveillance branch known as “Follow the Money,” focused on international financial transactions.  The NSA claimed that by tracing international financial transfers it could expose terrorist networks.  The agency set up a financial database called Tracfin to store information gathered from financial institutions.  In 2011, the data bank had 180 million entries, 84 percent of which related to credit cards and their users, who were mainly located in Europe, the Middle East and Africa. 


Some information in the database came from SWIFT, which began secretly feeding the United States [The World Tyrant] with details of financial transfers after the 9/11 attacks.  When this partnership was exposed in 2006, the European Union asked the United States [The World Tyrant] to ensure the security of bank data and respect the privacy of European citizens.  After several rounds of talks, the European Union and the United States [The World Tyrant] reached a deal in 2010 that allowed the latter to monitor European bank transfers to combat terrorism, with the precondition that the use and storage of this financial information was consistent with European data protection laws.  But Snowden’s latest revelations show that the United States [The World Tyrant] never stopped monitoring SWIFT transfers, meaning that the *entire* negotiation process between the United States and the European Union was *just for show*. 


On December 29, 2013, Der Spiegel claimed the NSA had broken almost all the security architectures designed by major companies, including those of Cisco, Huawei, Juniper and Dell. 


Other media reports have revealed that the United States hacked the computer network of Brazilian oil company, Petrobras. 




II. The United States [The World Tyrant] sets China as the main target of its secret surveillance    



Evidence provided by Snowden shows that China is one of the major targets of the United States’ [The World Tyrant’s] illegal spying operations.  The United States has eavesdropped on Chinese state leaders, scientific institutes, universities and enterprises. 


Documents revealed by Snowden to Der Spiegel prove that the United States [The World Tyrant] has conducted mass cyber-attacks on China, targeting Chinese state leaders and the giant high-tech company Huawei.  Attacks were also aimed at the Ministry of Commerce, the Ministry of Foreign Affairs, as well as Chinese banks and telecommunication companies.  According to Der Spiegel, the spying operations also covered several former Chinese state leaders, and government departments and banks. 


Chinese government offices are a particular target of U.S. [World Tyrant] spy operations.  A White House foreign policy aide revealed that the United States [The World Tyrant] planted optical fiber bugs in the walls of the offices of the Chinese Embassy in Australia when it was built in 1990.  The bugs were not deactivated until the story was broken by the Sydney Morning Herald. 


According to a report by Foreign Policy magazine, the United States has stolen a huge amount of important intelligence information from China and other countries via cyber-attacks carried out by the NSA’s Office of Tailored Access Operations (TAO), which was established in 1997. 


A report by Der Spiegel cited a leaked map dating from 2010 that shows U.S. [World Tyrant] global spy operations have penetrated 90 countries, among which *China is the chief target in East Asia*.  Chinese cities, including Beijing, Shanghai, Chengdu, Hong Kong and Taipei, are on the priority target list of the NSA.  The agency hacked hundreds of computers and Internet servers on the Chinese mainland and Hong Kong since 2009.  Targets in Hong Kong included universities, government officials, business people and students. 


According to an interview with Snowden by the South China Morning Post (SCMP), the NSA uses numerous methods to hack Chinese telecommunication companies in order to steal messages of their users. 


Snowden also told the SCMP that the NSA had hacked the servers of Tsinghua University, China’s most prestigious university.  At least 63 computers and servers were attacked in January, 2013.  The SCMP report noted that the attack on Tsinghua University, home to one of six main network backbones — the China Education and Research Network — means that data from millions of Chinese citizens may have been stolen. 


The SCMP, quoting Snowden, made it clear that the U.S. government [The World Tyrant] has been hacking extensively into China’s major telecommunication companies and mobile phone operators to steal millions of private text messages. 


According to Reuters, the NSA reached a US$10-million deal with RSA, an encryption technology and security service provider, to insert a deliberate flaw or “backdoor” in its cryptography system to make it easier for the NSA to launch mass spying programs.  Chinese clients of RSA include three major Chinese telecommunication operators –China Telecom, China Mobile and China Unicom, as well as the Bank of China, The Industrial and Commercial Bank of China, China Construction Bank, telecommunications provider Huawei, and home appliances group Haier Electronics. 


Based on confidential documents provided by Snowden, the Washington Post reported that, during the year before May, 2012, the NSA had collected, stored, obtained or distributed legally protected communications for 2,776 times without authorization.  These illegal operations were especially frequent during the first quarter of 2012.  The report suggested that this was probably because of NSA eavesdropping on Chinese citizens who visited the U.S. during Chinese Spring Festival at the beginning of the year. 


The United States even retrieves information from computer games.  Both the Guardian and the New York Times published a file from investigative news organization Propublica that revealed how intelligence agents from Britain and the United States [The World Tyrant] used games such as, “World of Warcraft” and “Second Life” to spy on the players.  It is well known that the majority of players of these two online games are Chinese. 


The U.S. [World Tyrant] spying operations penetrate *every* corner of China.  Snowden also revealed a series of confidential documents which show that QQ, the chat software of Internet giant Tencent, and Fetion, the instant messaging service of China Mobile, were targeted by the NSA. 


According to Foreign Policy magazine, when the United States [The World Tyrant] was putting pressure on China over the issue of cyber-attacks, it failed to mention *its own* mass cyber espionage on Chinese Internet.  U.S. [World Tyrant] officials had always declined to comment on the issue when questioned by journalists after China had accused America [The World Tyrant] of secret snooping operations. 


The websites of Der Spiegel and the New York Times have also reported how the NSA has made huge efforts to spy on Huawei Technologies, the second largest telecom solutions provider in the world.  It began activities against Huawei in 2009, because it is the biggest competitor to U.S. [World Tyrant] telecoms giant Cisco.  A specially designated NSA team penetrated Huawei’s network and copied the details of 1,400 of its customers as well as training manuals for the company’s engineers. 


According to the report, the NSA also stole the company’s email files as well as the source code of some products.  The NSA penetrated into Huawei’s headquarters in Shenzhen where the staff emails are handled.  American [Worls Tyrant] spying operations have gathered a huge number of internal emails of staff members, including senior executives, since January, 2009. 


According to U.S. [World Tyrant] intelligence agencies, gaining an understanding of how the company operates will pay off in the future.  So far, according to *their* narrative, cyber space has been effectively controlled by the West, but Chinese companies are challenging Western dominance.  If the U.S. [World Tyrant] monopoly of technological standards is broken, China will gradually take control of information flow on the Internet. 


A report on the website of the New York Times on March 22 this year said that U.S. [World Tyrant] officials have always considered Chinese telecommunications giant Huawei as a security threat, and blocked business deals in the United States for fear that Huawei might create “backdoors” in its equipment to allow the Chinese military or Beijing-backed hackers to steal corporate and government secrets.  But leaked classified documents reveal that it is the NSA that is creating *its own* “backdoors” into Huawei’s networks. 


According to the New York Times report, the intelligence operation against China by the NSA is not limited to Huawei.  Documents leaked by Snowden in April 2013 revealed that the NSA infiltrated two major Chinese mobile network companies in order to track strategically important Chinese military units. 



III. The United States’ [The World Tyrant’s] unscrupulous secret surveillance programs 


The revelations about PRISM and other programs demonstrate that the U.S. [The World Tyrant] has mounted the most wide-ranging, costly, long-term surveillance operation in the history of the Internet.  The *seamless cooperation* among the intelligence agencies, government and the private sector, with their big-data processing capabilities, allows the surveillance to extend in scope, seemingly without limit. 


1. The world’s largest, longest, most costly and wide-ranging surveillance operation 


U.S. [World Tyrant] intelligence has set up a number of programs that are directly linked to cyberspace surveillance, covering both the Internet and telecommunications networks, targeting telephone calls and Internet information, and *including the major Internet service providers*. 


The Utah Data Center set up by the NSA is the world’s largest data center, costing 2 billion U.S. [World Tyrant] dollars to build.  It uses secret surveillance systems to collect vast amounts of data which is then processed by code-breaking experts, data-mining professionals and intelligence analysts to obtain useful information. 


An article in the Washington Post on Aug. 30, 2013, reported that the budget request of the National Intelligence Program for fiscal 2013 had *doubled* to 52.6 billion U.S. [World Tyrant] dollars, of which spending on cyber operations accounted for 4.3 billion U.S. [World Tyrant] dollars, nearly 8 percent of the total.  Surveillance *cooperation* between U.S. [World Tyrant] intelligence and private companies, *especially* Internet service providers, has never stopped. Microsoft was the first to sign up to collect data on Sept. 11, 2007, and Apple the most recent in October, 2012.  [ Steven Jobs died October 5, 2011 aged 56. ] 


German newspaper Der Spiegel reported on a surveillance program codenamed Stateroom, in which the United States [The World Tyrant], the [Poodle] U.K., Australia and Canada installed surveillance facilities in their embassies to intercept information.  The four nations have also signed an intelligence sharing agreement with New Zealand. 



2. Secret cooperation among intelligence agencies, government and the private sector is increasing [ STATE MONOPOLY CAPITALISM ] 


The nine major U.S. [World Tyrant] software and hardware providers offer core technology support to U.S. [World Tyrant] intelligence. 


Microsoft, the earliest to work with the NSA, opened its Outlook and Hotmail systems to the agency, going so far as to show intelligence agencies how to circumvent encryption of Outlook chat messages before the product was officially launched. 


Skype, which used to claim that its encryption technology and P2P system could prevent governments from eavesdropping, offered a “backdoor” to the NSA after being bought by Microsoft.  Microsoft also worked with U.S. [World Tyrant] intelligence to help crack the security systems of major companies in order to keep a watch on their customers.  It also informed intelligence agencies *before* publishing details of bugs, *so as to give them the opportunity to launch remote attacks*. 



3. Ramping up the range and depth of surveillance through big-data processing capabilities 


The Obama administration made big data strategy a national priority in March 2012.  It argued that “big data is the new oil”, and that domination and control of data would become a national core capacity, alongside land, sea and air power.  The PRISM project is closely associated with big data.  The NSA also has a system codenamed Boundless Informant, which can track anyone’s activity almost in real time by collecting 97 billion Internet data records during each 30-day period and matching them against credit card and communication records. 



4. U.S. intelligence is seeking legal loopholes to overcome legal restraints and take full control of Internet information 


The United States [The World Tyrant] used presidential decrees to authorize additional information collection in the wake of the 9/11 terrorist attacks. On Oct. 4, 2001, President George W. Bush signed a memorandum to authorize specific surveillance actions over a limited period.  Since then, “domestic collection” authorized by the President had been interpreted as the greenlight to gather information from U.S. citizens and people *inside* the United States. 


Although debates have subsequently arisen concerning the legitimacy, scope and legal basis of presidential executive orders, 


the White [politically Black] House, NSA, FBI, and the Department of Justice have reached a consensus on the legality of gathering information on *foreign* targets. 


On May 24, 2006, the secret Foreign Intelligence Surveillance Court completely redefined the interpretation of Section 215 of the Patriot Act, allowing the FBI and the NSA to share “business records” relevant to terrorist attacks, including the calls databases of telephone companies.  Since then, the U.S. government has demanded data from major telephone companies every three months. 


In October 2012, President Obama signed Presidential Policy Directive 20, ordering America’s [The World Tyrant’s] national security and intelligence officials to draw up a list of potential overseas targets for U.S. cyber-attacks.  The directive also stated that what it called Offensive Cyber Effects Operations (OCEO) offered unique, unconventional capabilities to advance U.S. [World Tyrant] national objectives around the world, giving little or no warning to potential adversaries or targets. 


The Dutch newspaper NRC Handelsblad reported that leaks by Snowden show the NSA collects intelligence around the world in five ways.  A document dating from 2012 lists the collection approaches as: 


data provided by the third-parties, i.e. international partners of the NSA in more than 30 countries; 


regional collection by Special Collection Service (SCS) installations that gather intelligence in more than 80 regions, and are part of a joint CIA-NSA program funded by a secret budget; 


computer network hacking carried out by a special NSA department that implants malicious software to steal sensitive information from 50,000 computers worldwide –the major targets being China, Russia, Brazil, Egypt, India, Mexico, Saudi Arabia and countries in Eastern Europe; 


tapping into the fiber optic cables that transport Internet traffic between continents at 20 major locations, mostly inside the United States; and finally, 


intercepting data from foreign satellite communications in countries such as Britain, Norway and Japan. 



The PRISM scandal revealed that intelligence agencies, led by the NSA in the United States [The World Tyrant], use three major approaches to conduct Internet surveillance and data collection. 


— Obtaining data worldwide from fiber optic cables. Most data flows pass through the United States [The World Tyrant], so targeting data streams is a simple matter.  The NSA, the Department of Defense and other departments signed a “Network Security Agreement” in 2003 with the telecommunication company Global Crossing.  Over the following decade, the United States signed similar agreements with other telecommunication operators.  The agreements required the companies to build “Network Operations Centers” on the U.S. [World Tyrant] soil that could be visited by government officials with 30 minutes of warning.  Allies such as Britain and Canada also agreed to provide the United States with fiber optic cable intelligence. 


— Getting direct access to Internet companies’ servers and databases to retrieve intelligence. The PRISM program cooperated with nine internet companies –Microsoft, Yahoo, Google, Facebook, PalTalk, YouTube, Skype, AOL and Apple.  The companies normally delivered data to the government electronically.  Some companies established independent security access to make it easier for government agencies to extract intelligence.  The intelligence agents would access the companies’ servers and databases to collect emails, instant messages, videos, photos, stored data, voice chat, file transfers, video conferences, login times and social network profiles.  They were even able to monitor users’ Internet searches. 


— An NSA special unit was able to obtain intelligence secretly and remotely by hacking.   The agency created the Office of Tailored Access Operations (TAO) as early as 1997. Its main task is to hack target computers and telecommunication systems, crack passwords and security systems, steal data from the target computers, copy information from email systems and track data flows to acquire intelligence on foreign targets.  The NSA refers to these activities using the technical term “Computer Network Exploitation” (CNE), but they boil down to *cyber-attacks and theft* of secrets. 



IV. The United States’ [The World Tyrant’s] global surveillance program hit by worldwide criticism 


After the PRISM program was exposed, the United States [The World Tyrant] encountered worldwide criticism, including from its allies.  German Chancellor Angela Merkel said, “We need trust among our allies and partners.  Such trust now has to be built anew.” 


The fact that the NSA spied on Brazilian president Dilma Rousseff, and hacked the email of Mexican president Enrique Pena Nieto before he took office, triggered outrage in those countries.   “The Brazilian government is determined to get clarification from the U.S. [World Tyrant] government…and require specific actions to be made to remove the possibility of espionage once and for all,” Rousseff said.  Not receiving a satisfactory reply, she postponed a state visit to Washington [The World Tyrant]. 


Rousseff also condemned the U.S. hacking of the computer networks of the Brazilian oil company Petrobras, noting that “it will be evident that the motive for the U.S. [World Tyrant] spying attempts is not security or the war on terrorism, but strategic economic interests. . . .   Clearly, Petrobras is not a threat to the security of any country.” 


In order to avoid U.S. [World Tyrant] network surveillance, Brazil is planning to build an undersea optical cable to link with Europe.  The Brazilian government has ordered its postal service and federal data processing center to develop a new email system to guard against foreign espionage and protect its economic and political security. 


The Global Internet Governance Conference held in Sao Paulo, Brazil, in late April 2014 focused on building a new international Internet governance order.  The United States [The World Tyrant], which had in the past often bragged about Internet freedom, tried to keep a low profile, yet still brought the blame of others on itself.  During the conference, Brazilian President Rousseff chid [castigated] the United States [The World Tyrant] without mentioning it by name.  “(In Internet governance) multilateral participation is very important.  All the participating governments should be treated equally and all alike without discrimination instead of one country having more say than all the other countries,” she said, directing at the U.S. government’s [The World Tyrant’s] manipulation over the Internet regulatory agencies, and its monitoring of other countries’ networks.  Russia also sharply denounced the United States {The World Trant], saying that the U.S [The World Tyrant] had “arrogated to itself” the ownership of Internet Corporation for Assigned Names and Numbers (ICANN).  “This situation makes the international society very worried,” the Russian representative said. 


After U.S. [World Tyrant] surveillance of Malaysia was exposed, Malaysia’s foreign ministry sent a written protest to the U.S. [World Tyrant] ambassador to Malaysia.  Malaysian Prime Minister Najib Razak said that the surveillance infringed upon national sovereignty and that the Malaysian government firmly opposed all forms of U.S. [World Tyrant] monitoring activities in Malaysia. 


Nine major international civil liberties unions have issued a joint declaration that the U.S. federal government’s [The World Tyrant’s] secretive scrutiny program, PRISM, is a breach of international covenants on human rights.  The joint declaration said, “Such vast and pervasive state surveillance violates two of the most fundamental human rights: the right to privacy and the right to freedom of expression.” 


In the United States, criticism and protests arose one after another.  An American Civil Liberties Union official blasted the NSA, saying the spy agency had gone far beyond judicial authorization when it monitors private communications and “virtually *every* aspect of the Americans’ lives.” 


American civil rights organizations have issued a statement to protest against the massive collection of mobile phone data by the NSA, and have expressed anxiety that so many Americans were being tapped by the government.  Chris Soghoian, principal technologist at the American Civil Liberties Union, said, “The only way to hide your location is to disconnect from all the modern communication devices and live in a cave.” 


In dealing with the U.S. [World Tyrant]global surveillance, the 68th Session of the UN General Assembly passed the resolution “Privacy in the Digital Age” which stressed that illegal or arbitrary surveillance, interception of communications, and illegal collection of personal data violates the rights to privacy and freedom of expression.  Some countries spoke before the resolution was passed, denouncing the United States [The World Tyrant] because it not only violated the right to privacy and other basic human rights, but also violated the principles of the Charter of the United Nations on mutual respect for national sovereignty, territorial integrity and the commitment of non-interference in each other’s internal affairs. 


After the NSA surveillance of Huawei was exposed, William Plummer, a Huawei executive, said that the company did not know it was an NSA target.  “The irony is that what they are doing to us is exactly what they have always charged against China, ” he said. 


“Washington is losing its moral ground,” the German magazine Focus quoted an expert on foreign policy as saying.  “Over the years the United States has exerted pressure on China in the name of Chinese spies and hacker attacks.  In fact, the United States [*The World Tyrant] itself is the true eavesdropper*.”  The German news television said the United States was monitoring “the whole of China”.  “After all, it is because the United States [The World Tyrant] fears [capitalist] China will overtake it to become the world’s superpower.” 


Snowden said the U.S. government [The World Tyrant] had “declared that (surveillance) would not target civilian facilities.” 


The purpose of exposing the PRISM program was to reveal the U.S. government’s [The World Tyrant’s] hypocrisy.

If Europe fails Russia, Putin and China will prepare for the war that Washington’s drive for hegemony makes inevitable.

If I’m not mistaken, in two years Associated Press will celebrate its 170th anniversary, and John has been working for AP for 35 out of these 170 years.  Go ahead, John. 



JOHN DANISZEWSKI: Greetings, Mr President.  It’s been more than two decades since the end of the Soviet Union, and during that time many roots and shoots of cooperation and contacts have grown between Russia and the United States.  Russians are living and doing business in America, American law firms, banks and oil companies are active here.  The world has changed. 



But now we have this breach over Ukraine.  Where do you think we’re going?  Is it the beginning of a new Cold War?  Is that something that needs to be avoided now? 



VLADIMIR PUTIN: I would not like to think of it as the beginning of a new Cold War.  No one is interested in that and I don’t think it will happen. 



The crisis in Ukraine is still unfolding.  I have just outlined my vision. 



It is true that we interact with the United States using many tools. 



To be honest, John, such interaction is efficient only when these tools are actually used.  If certain platforms were created to promote joint efforts, these platforms should not be about just getting together for a cup of tea or coffee.  Such platforms are expected to pave the way to solutions and compromises. 



However, if Russia’s only benefit is that it has been allowed to be present during discussions, Russia can’t accept this role. 



I think that we have every right to put the question this way.  We always take heed of our partners’ interests, and almost every time our answer is ‘yes’.  There are certain red lines that we can’t allow to be crossed.  Ukraine and Crimea are such a red line. 



I’ve already elaborated on this subject, but since you represent one of the world’s largest news agencies, I will reiterate: where are the guarantees that the government coup, this another colour revolution that happened in Ukraine, won’t be followed by NATO’s arrival to Ukraine? 



Nobody has ever discussed this issue with us in the past two decades.  I’d like to emphasise that nobody has conducted a meaningful dialogue with us on this. 



All we heard was the same reply, like a broken record: every nation has the right to determine the security system it wants to live in and this has nothing to do with you.  Take the issue of missile defence systems.  What haven’t we proposed, what options of cooperation haven’t we come up with! 


But the response has been the same, like a broken record: these systems are not intended against you.  But when we start proving, documents in hand, that these systems *are* intended precisely against us because all antimissiles deployed in certain areas can reach the launching pads of our ground-based ballistic missiles, the dialogue comes to a halt.  There is simply no substantive discussion. 



Who will guarantee that tomorrow some missile defence elements do not appear somewhere in Crimea, *or* would have appeared if the people of Crimea hadn’t voted for joining Russia in the referendum?  There are simply no guarantees. 



So, you’re right in saying that you have many tools for conducting dialogue and seeking solutions.  But these tools should not be used pursue the agenda of only one country [The World Tyrant] but to search for compromises that would be acceptable to all participants in this process with due consideration for each other’s lawful interests.

CLIVE MARSHALL: Mr President, UK-Russian relations deteriorated significantly last week over the Ukrainian developments.  Cameron said Britain may have to prepare for a very different –-meaning worse-– long-term relationship with Russia.  He supported the sanctions against Russia and deployed fighter jets to the Baltic region.  Prince Charles, according to some reports, compared you to Hitler last week.  How would you comment on this? 



VLADIMIR PUTIN: This reminds me of a good proverb: You are angry, therefore you’re wrong.   Please pass on my words to the Prime Minister and to Prince Charles.  He has been to our country more than once.  I didn’t hear him say this, but if these words indeed were said, it is certainly unacceptable.  I’m sure he understands that as a man of manners.  I met him personally, as well as other members of the Royal Family.  This is not how monarchs should act. 



But over the past few years we have seen so much that nothing can surprise me anymore.  In my work, I will not be guided by what they say about me. 



I will be guided, as I said, solely by the interests of the Russian people. 



I hope that our colleagues in Great Britain will keep that in mind and 


will remember that when searching for solutions to any controversial issues we are always guided by international law. 



Only if we respect international law and interpret it consistently will we be able to find solutions to the most difficult issues. 



As for our practical issues, I would say, should our British partners be guided by their *national* interests –-like I am-– and not by *other* [anti-national, pro-World Tyrant] considerations, I’m sure this will soon become a thing of the past and we’ll be able to continue positive cooperation like we did before, maybe even reach some new heights, and can start thinking about what is to be done in order to make our future cooperation more effective.

Running high is the resolution of all the officers and men under the Command of the Southwestern Front of the KPA to mercilessly retaliate against the military hooligans of Park Geun Hye who opened fire at warships of the KPA on their routine guard duty and [on] peaceable Chinese fishing boats. 



It is against this backdrop that the puppet military hooligans, not yet coming to their senses, spread false stories peppered with lies and hypocrisy in a bid to mislead public opinion. 



In the afternoon of May 22, they made much fuss, floating *misinformation* that they opened fire in retaliation against the shells fired by the KPA at their warships in waters near Yonphyong Island. 



They even staged the farce of sending a warning message on behalf of the chief delegate of the south side to the north-south general-level military talks in which they


claimed the KPA side “made a provocative firing” in wanton breach of the Korean Armistice Agreement and the north-south agreements 


in a bid to label it a “provocateur” by telling sheer lies. 



The confirmed fact goes to prove that warships of the [World Tyrant’s] puppet navy intruded 


deep into the waters of the DPRK side beyond the maritime guard demarcation line of the KPA side 


for *preemptive* firing under the pretext of intercepting the peaceable Chinese fishing boats and 


tried to convince the public that the shelling was made by the KPA. 



The [World Tyrant’s] puppet military hooligans 


preempted the shelling but 


fabricated the above-said sheer lie. 



This gangster-like behavior proves what extent the Park Geun Hye group has reached in its confrontation hysteria. 



No matter what rhetoric it may let loose, the group can never conceal nor get pardoned for its provocative preemptive shelling.

SERGEI MIKHAILOV: Mr Putin, thank you very much for the opportunity to have this meeting.  I think it would be fair to give the floor to Florence Biedermann from France Presse, the oldest French agency with an almost 200 year history, as the only woman at this table.  It just so happens.  Go ahead please. 



FLORENCE BIEDERMANN (retranslated): Mr President, you will soon go to France to attend the 70th anniversary of the allied landing in Normandy.  Will you hold separate meetings with the heads of state that will be present there?  And may I ask you one more question on a different subject.  Will you consider the elected president in Ukraine legitimate? 



VLADIMIR PUTIN: The first point.  The trip to Normandy will be restricted to the occasion on which we will all meet.  Indeed, the President of France has reaffirmed his invitation and it was, of course, accepted with gratitude.  During World War II our countries were fighting Nazism together.  As you know, Soviet and Russian peoples contributed much to the altar of this common victory and so it is quite natural that we all meet in Normandy.  We are to give credit to our allies in the coalition –-the Americans, the British and the French.  We remember French Resistance fighters and the direct participation of the French in World War II, including the legendary Normandie-Niemen. 



Will there be any meetings on this occasion?  As far as I understood, the French President would like to hold a separate meeting to discuss issues of bilateral relations and the international agenda.  Naturally, I’m open to any talks.  If the schedule of the French President permits, I’ll be pleased to meet with him and discuss subjects of mutual interest.  This is the first point. 



Your second question is about recognition or non-recognition of the election in Ukraine.  I replied in detail to this question yesterday.  One of your colleagues tired me out trying to approach this issue from different angles.  I’ve already answered this question and can repeat what I said. 


I believe it would have been more logical to fulfil the agreements –-at least in narrow format-– that were reached by President Yanukovych and the opposition on February 21 of this year.  There was no point in calling into doubt from the very start even some aspects of the legitimacy of the future Ukrainian authorities on the grounds that a presidential election cannot be held with the legally operating Ukrainian President.  This is an obvious fact –-it’s enough to open the Ukrainian Constitution to see what is written there. 



In this context it would have been more logical and, in my view, more serious to first hold a referendum, then adopt a constitution and then hold elections based on the new fundamental law.  However, the current authorities in Kiev *and those people who control the power* have decided to follow a different course.  They want to stage the election first and then deal with constitutional amendments.  It is unclear for the time being what amendments they have in mind –-this is always an issue of debate and certain agreements in society. 



You know what I think? The people who are controlling the power in Kiev and the main presidential candidates are still different people.  Maybe those who are in charge today are not interested in the new president being completely legitimate.  This may be the case.  After all, they are engaged in a serious internal political struggle.  In the end it’s up to Ukraine, its domestic business.  I can just repeat what I said yesterday: we’ll respect any choice made by the Ukrainian people. 



FLORENCE BIEDERMANN: As far as I understand, President Yanukovych will remain the legitimate President, even after the election.  I’m talking about legitimacy. 



VLADIMIR PUTIN: You know, we can all read.  Let’s open the constitution and read it.  We are grown-up people, we can read.  Take the Ukrainian constitution and read it.  It says that there are four legitimate reasons when an incumbent president has to go.  They are: death, a serious health condition, impeachment –-and there was no *constitution-based* impeachment-– and resignation, when the president hands in his resignation to the Parliament.  So we either stick to the constitution or dismiss it. 



My point is they should have dealt with this issue first.  But the current Kiev authorities had a different plan.  All right.  In any case, we are interested in stabilising the situation.  What are they saying now?  They are going to adopt a new constitution.  If so, a newly elected president might still be a temporary figure *or*, on the contrary, he or she will take over all the power.  Beyond doubt, both scenarios will only aggravate the political struggle in the country. 



As I said, we will by all means respect the choice of the Ukrainian people and will cooperate with the authorities that will come to power as a result of the election.

Supreme Leader: Solution to Economic, Political Problems Exists inside Iran [Excerpts]

Premier to Russian Deputy PM: Russian-Chinese veto is international justice served [Excerpts]

The Russian-Chinese veto at the UN Security Council, the fourth to be used by the two veto-wielding permanent council members to shield Syria from unfair resolutions, is international justice served and an affirmation of strategic determination to stand up to reckless US[World Tyrant]-French policies, said [Syrian Arab Republic] Prime Minister Dr. Wael al-Halqi. 



Meeting Dmitry Rogozin, Russian Deputy Prime Minister who is presiding over a Russian delegation currently visiting Syria, al-Halqi said that signs of a new world order are taking shape, predicting fair international relations in tune with the aspirations of the nations to prevail during the coming phase.

The Command of the Southwestern Front of the Korean People’s Army (KPA) issued the following open report on May 21: 



The Park Geun Hye-led military gangsters’ provocative hysteria has reached an extreme phase. 



On May 20 alone, gangsters of the south Korean puppet navy perpetrated such a grave military provocation as firing at random at the warships of the Korean People’s Army which were on regular guard duty in the southwestern waters of the DPRK side and peaceable Chinese fishing boats. 



This was a deliberate grave provocative act of firing bullets and shells perpetrated by the south Korean puppet hooligans despite the fact that they were well aware warships of the KPA navy were operating to check the illegal fishing operations of Chinese civilian fishing boats in the sensitive waters. 



The deliberate preemptive firing perpetrated by those military gangsters in the waters of the West Sea of Korea where the situation always remains so tense that a war may break out any moment can never be overlooked. 



The gravity of the provocation lies in that it was timed to coincide with the mad-cap live-shell firing drills being staged by the gangsters everyday on Paekryong, Yonphyong and Taechong Islands, etc. while escalating their military intrusion into the waters of the DPRK these days. 



Such premeditated military provocations being perpetrated by the Park Geun Hye group after amassing huge quantities of destructive weapons are not unrelated to its serious ruling crisis. 



Angry south Koreans are now staging candle-light demos demanding “impeachment of Park Geun Hye” and the puppet military is being hit hard by the public for unceasing breach of military discipline and such foolish anti-DPRK racket kicked up by it, describing even a “door of toilet” as a “drone from the north”. 



The Park group let loose such unpardonable invective as terming the DPRK a “country which should disappear”, triggering off an all-out retaliatory battle of its service personnel and people. 



It is a sinister intention of the Park Geun Hye-led military gangsters to tide over its serious crisis and escape its shameful defeat in the local elections at hand by making military provocations against the DPRK in the sensitive waters. 



The Command of the Southwestern Front of the KPA sends the following open notice: 



1. From this very moment, all warships of the south Korean puppet navy, big and small, which recklessly maneuver in the sensitive waters of the southwestern front, hot spots, will become without exception targets of the direct sighting firing by all strike means under the above-said Command. 



The warships of the puppet navy recklessly maneuvering at the direct instigation of the military hooligans are the root cause of military provocations deliberately straining the situation in the above-said hot spots and they are, therefore, targets of physical strikes which should be blown up without fail. 



2. The south Korean side will face military strikes of the KPA without any warning at the moment the latter detects any trifle provocation near the maritime guard demarcation of its army and around the five islands in the West Sea of Korea. 



It is the most urgent task for providing a sure guarantee for the peace of the country and the security of the nation to put under control the reckless preemptive firing, the height of confrontation with compatriots, in advance. 



3. We unhesitatingly clarify before the world our will to settle accounts with the villains of the south Korean puppet army right now if they are to fight us at any cost. 



We advise them not to fire bullets and shells in the back lane awkwardly and cowardly but seek a formal military solution. 



This stand is based on our resolute decision to wipe out the sworn enemy, confrontation maniacs, on this land to the last man. 



The determined and practical military actions on the Southwestern Front of the KPA will help people clearly see in reality who will disappear and who will tower high on the ground and in the sea. 





Replies to journalists’ questions following a visit to China [Excerpts]

QUESTION: Mr President, Ukraine is the thorniest issue in global politics at the moment.  You instructed the Defence Ministry to withdraw Russian forces from the Ukrainian border and have them return to their garrisons.  But the West (the Pentagon and NATO) do not yet see evidence of this withdrawal.  Could you explain the situation and say what is actually happening? 



VLADIMIR PUTIN: Our forces were not on the border anyway.  They were indeed quite close to the border, as you probably heard.  Some time ago, I gave the Defence Ministry the order to withdraw them to the training sites, the test grounds.  These sites are also in neighbouring regions, in Rostov Region, quite near to the border.  But now the Defence Ministry has received a new order to withdraw them from these test grounds too. 



Let me stress once more that we are doing this not because we do not dare to keep our forces in those regions –-after all, we are a sovereign state and can station our forces where we wish.  We are doing this as an additional step to help create a favourable environment for the upcoming presidential election in Ukraine.  We made this decision so as to put an end to speculations on this subject. 



If someone cannot see what is happening there, perhaps they should take a closer look.  The fact of the matter is that there is quite a large number of forces there, quite a lot of hardware.  Just withdrawing them all requires some serious preparation in itself, including organising their transportation.  But I think that with the good weather, they will soon be able to see all of this from space. 



QUESTION: Mr President, let me come back to the presidential election in Ukraine.  Do you think the election will go ahead and who do you think might win? 



Let me ask another second question, if I may.  Two of my colleagues, a cameraman and a reporter for LifeNews were detained in Ukraine.  They are accused of terrorism.  They are journalists but are being accused of terrorism, interrogated, handcuffed, have sacks put over their heads.  Can anything be done here? 



VLADIMIR PUTIN: On the first issue, you have no doubt heard my position already. My view is that what is important is not the election itself but to organise relations with all of Ukraine’s regions so that people, whether in the west, south, east or north of the country all feel that they are full-fledged citizens, and so that ethnic minorities have full rights as citizens, including the right to use their native language. 



In this context, in my view, given that the Ukrainian constitution still legally in force at this moment does not make it possible to hold an election when the country has a president, President Yanukovych, still legally in office –-and I stress that in legal terms he is still the president in office-– it would seem easier in this situation to first hold a referendum on all the basic issues, hold a referendum on the constitution and adopt it, and then on the basis of the new constitution elect a president and a parliament and form a government. 



I think this would be a lot more logical and would bring greater stability.  But, with the support of European [NATO] countries and the United States [The World TYrant], the Ukrainian authorities have made a different decision.  In any case the political processes underway, including on legitimising the current authorities, are a positive step of course. 



At the same time, it will be very difficult for us to build relations with those who come to power with punitive operations still underway in southeast Ukraine, and who obstruct the media’s work.  What’s more, they are not just obstructing the press but are behaving more and more aggressively. 



In terms of legitimacy and objectivity of the results, this will raise big questions for us of course.  I hope very much that our partners in Europe [NATO] and the United States [The World Tyrant] will finally hear and understand what is going on. 



What is happening now with journalists is unacceptable. The journalists from LifeNews are being accused of all manner of heinous crimes, including that they were carrying weapons, but this is utter nonsense and complete rubbish.  Foreign citizens working for Russian media outlets are also being detained. T his is completely unacceptable.  Of course, there will be big questions right from the start on the legitimacy of all of these political procedures. 



I hope the Ukrainian authorities will take the necessary steps to at least humanise the political process unfolding in Ukraine now.  But let me say once again that any political process is nonetheless better than armed confrontation. 



Our position at the moment is to establish direct contacts with the current authorities in Kiev and in southeast Ukraine.  You know that we have done everything we can to establish these direct contacts. 



Incidentally, my order to the Defence Ministry to withdraw the troops from the areas where they had been carrying out training exercises was also partly related to the fact that these first contacts had begun.  I hope that they will continue positively. 



QUESTION: I have a question on security.  One of the security threats for the whole region, including Russia, is terrorism.  Ukrainian radicals have declared on repeated occasions their readiness to carry out terrorist attacks on Russian soil.  Is there any information on preparation of such attacks?  Could the recent train crash in the Moscow Region perhaps be the result of a terrorist attack? 



VLADIMIR PUTIN: At present we have no reason to believe that the rail accident in the Moscow Region was the result of a terrorist attack.  The causes of this accident must first be thoroughly investigated and only then can we draw some conclusions.  At the moment we have no such information. 



We are following very closely the movements of some of the radical groups in Ukraine.  Some individuals have already been detained in Russia.  The FSB [Federal Security Service] is following quite closely their movements in Ukraine itself and across the Russian-Ukrainian border.  As I said, some people have already been detained, and this was reported in the media too. 



But we must of course give an objective assessment of what is happening in this area.  I think that the nightmare and horror that we saw on our TV screens, the events we know well that took place in Odessa, have not yet received an adequate assessment from the international [World Tyrant / NATO] community. 



But if we do not make an adequate assessment of events, it is possible that similar crimes could happen again.  I want to draw this to the attention of the media, the Russian public and our human rights organisations too.  There should without question be a thorough investigation and the criminals should be caught and punished. 



We should all work towards this result, because if this is not done, as I said, we could see a repeat of the horror and nightmare we saw in Odessa, and this would create fertile soil for terrorism to emerge.  But we will do everything possible to make sure that nothing of this kind happens on Russian soil.

Self-destructive Moves of Japanese Government





Some days ago, the Japanese government officially announced it would allow the exercise of the “right to collective self-defense” by revising interpretation of its constitution.  It  is nothing surprising. 



The Japanese ruling quarters have long maneuvered openly and secretly to have the right to collective self-defense. 



The announcement indicates that its moves have reached the final stage. 



The right to collective self-defense is available to any normal state. 



But *Japan is not a normal state* but a country which directly invaded other countries in the past. 



It is defined as an enemy state in the 53rd Paragraph of the 8th Article of the UN Charter. 



It is not qualified for a normal state legally and morally; it is openly distorting and embellishing its past history woven with crimes, refusing to make any apology and compensation for them.  Worse still, it yearns for and praises the past era of imperialism. 



Thus, its attempt at allowing the exercise of the right to collective self-defense cannot be construed otherwise than trying to turn Japan into a country thirsty for aggression and war as in the past. 



The Japanese Mainichi Shimbun in an article titled “‘Right to Collective Self-Defense’: Revision of Constitution without Any Reason” said: 



It is not obvious why the government should allow the exercise of the right and whether it is necessary in reality. 



This tells that not a few media of Japan do have no understanding of the intention of the government to allow the exercise of the right to the collective self-defense. 



It is becoming clearer why the Japanese government tries to allow the exercise of the right. 



What it seeks in this is to hurl the “Self-Defense Forces” into the second Korean war as an advance contingent and shock brigade in case the United States [The World Tyrant] kindles it and make a breakthrough in realizing its old dream of the “Greater East Asia Co-prosperity Sphere”. 



But its attempt will end in its self-destruction. 




The Japanese government should clearly bear in mind that 


its second defeat is 


fundamentally different from that of the past.

NATO Europe Commander: Fighters from all member states operating in Syria

Beirut, (SANA).  NATO Commander in Europe Gen. Philip Breedlove admitted that there are fighters within the terrorist groups in Syria from all NATO member states. 



Breedlove told the Lebanese as-Safir newspaper in an interview published Friday that those fighters are a source of concern for all member states given the threats posed by their possible return. 



He said those “foreign elements” in Syria are getting radicalized, and they eventually would return to their countries or any of the NATO states, raising “a concern for our countries”. 



Asked about the NATO’s silence on the threat of those radicalized fighter, Breedlove said the NATO members are cooperating with each other on a large-scale with regard to this issue, stopping short of explaining the nature or direction of this cooperation to focus not only on tackling the threat of their return but on preventing them from going to Syria in the first place. 



Breedlove’s expression of concern was seconded by that of Chairman of the NATO Military Committee Gen. Knud Bartels who said in a statement that what is happening in Syria largely impacts the entire region and poses a very serious concern for everybody. 



It is in no one’s interest to have stability in the Middle East disrupted, Bartels added.

QUESTION: What are your expectations concerning the upcoming visit to China?  What results do you expect from the Summit of the Conference on Interaction and Confidence Building Measures in Asia in Shanghai? 



PRESIDENT OF RUSSIA VLADIMIR PUTIN: I am always happy to visit hospitable China. It is a pleasure to see how our neighbour is transforming right before our eyes.  Shanghai is a vivid illustration of this. 



Establishing closer ties with the People’s Republic of China, our trusted friend, is Russia’s [The New Russian Empire’s] unconditional foreign policy priority.  Now Russia-China cooperation is advancing to a new stage of comprehensive partnership and strategic interaction. 



It would not be wrong to say that it has reached the highest level in all its centuries-long history. 



I am looking forward to a new meeting with President of China Xi Jinping, with whom I have good working and personal relations.  We will discuss how previous agreements are being implemented and outline new objectives for the future.  I am sure that the upcoming talks will give a powerful impetus to further strengthening of bilateral cooperation in all areas and deeper coordination in the international arena. 



The summit’s results and future plans will be reflected in the Joint Statement by the Heads of State and a strong package of documents expected to be signed during the visit. 



Russia and China have actively advocated establishing a new security and sustainable development architecture in the Asia-Pacific. 



It should be based on the 


principles of equality, 


respect for international law, 


indivisibility of security, 


non-use of force or threat of force. 



Today this task is becoming increasingly important.  The forthcoming Summit of the Conference on Interaction and Confidence Building Measures in Asia (CICA) serves to contribute to addressing this task. 



CICA is a well-established cooperation mechanism. It has been successfully working in such spheres as security, new challenges and threats, economy, environmental protection and humanitarian issues, all of which are important for the region. 



Russia has taken an active part in CICA’s activities.  In mid-April 2014, members of the Conference approved the Statute of the CICA Business Council sponsored by Russia.  I am confident that the launch of the Council will enhance practical ties between business communities of the Asian countries. 



At the upcoming summit, the Secretariats of CICA and SCO are expected to sign a Memorandum of Understanding.  That would serve as another step towards shaping a framework of partnerships between this region’s organisations and fora. 




QUESTION: China is consistently making progress towards the “Chinese dream”, i.e. a great national rebirth.  Russia has also set a goal of restoring a powerful state.  How, in your opinion, could our countries interact and help each other in fulfilling these tasks?  What areas can be prioritised in this regard? 



VLADIMIR PUTIN: Promotion of friendly and good-neighbourly partnership relations is fully consistent with the interests of both Russia and China.  We do not have any political issues left [ an allusion to the FAKE Soviet Union (1956-1991) ] which could impede the enhancement of our comprehensive cooperation. 



Through joint efforts, we have established a truly exemplary collaboration, which should become *a model* for major world powers. 



It is based on 


respect for the fundamental interests of each other and 


efficient work for the benefit of the peoples of our two countries. 




Russia and China successfully cooperate in the international arena and closely coordinate their steps to address international challenges and crises.  Our positions on the main global and regional issues are similar or even identical. 



It is encouraging that both sides are willing to further deepen their cooperation.  Both Moscow and Beijing are well aware that our countries have not exhausted their potentials.  We have a way to go.  The priority areas of collaboration at the current stage include the expansion of economic ties and cooperation in science and [the] high-technology sector.  Such pooling of capacities is very helpful in fulfilling the tasks of domestic development of our countries. 




QUESTION: Cooperation between China and Russia has been steadily increasing, but uncertainties in global economy persist.  The emerging markets are faced with new challenges and slowdown of economic growth.  How can our two countries help each other to counter these challenges?  How can we ensure steady increase of mutual trade and reciprocal investments? 



VLADIMIR PUTIN: In the context of turbulent global economy, the strengthening of mutually beneficial trade and economic ties, as well as the increase of investment flows between Russia and China are of paramount importance.  This is not just a crucial element of socioeconomic development of our countries, but a contribution to the efforts aimed at stabilising the entire global market. 



Today, Russia firmly places China at the top of its foreign trade partners.  In 2013, the volume of bilateral trade was close to $90 billion, which is far from being the limit.  We will try to increase trade turnover to $100 billion by 2015 and up to $200 billion by 2020.



Our countries successfully cooperate in the energy sector. We steadily move towards the establishment of a strategic energy alliance. A large‑scale project worth over $60 billion is underway to supply China with crude oil via the Skovorodino-Mohe pipeline. 



The arrangements on export of Russian natural gas to China have been nearly finalised. Their implementation will help Russia to diversify pipeline routes for natural gas supply, and our Chinese partners to alleviate the concerns related to energy deficit and environmental security through the use of “clean” fuel. 



At the same time, we are working actively to reduce dependence of bilateral trade on external market conditions.  Therefore, in order to develop trade and economic cooperation we pay particular attention to the breakthrough areas such as higher energy efficiency, environmental protection, production of drugs and medical equipment, developing new information technologies, as well as nuclear energy and outer space.  We implement a list of joint projects in 40 priority areas with total investments of about $20 billion. 



These areas include civil aircraft industry.  An agreement has been reached on joint design of a wide-body long-range aircraft.  In the future we will develop a heavy helicopter.  I am sure that our companies can manufacture and supply competitive products to the world markets. 



We also intend to actively develop investment cooperation, the scope of which obviously does not meet real capacities and needs of our countries yet.  We have examples of successful projects. 



I would like to note the participation of Chinese capital in the reconstruction of an airport in the Kaluga Region and building of plants for production of automotive parts and construction materials in that Russian [Federation] constituent entity. 



To our mind, there are many other promising areas for investments. We can point to different branches of machine engineering, processing of agricultural products, mining operations, and development of transport and energy infrastructure. 



We must also strengthen financial cooperation and protect ourselves from exchange-rate fluctuations among the world’s major currencies.  Therefore, we are now considering how to increase mutual settlements in national currencies. 




QUESTION: Russia has recently announced the creation of a special economic zone in Vladivostok.  What could, in your view, be the role of China in its creation and in the development of the Russian Far East as a whole? 



VLADIMIR PUTIN: Accelerated socioeconomic development of Siberia and the Far East is one of Russia’s key national priorities for the 21st century.  We are now implementing a whole package of programmes to modernise and upgrade transport, energy and social infrastructure in these regions. 



We are aiming at the creation of special advanced economic development zones with an investment-friendly environment.  Competitive conditions for launching export-oriented enterprises in non-primary sectors have been created. 



In the advanced development zones, new companies will enjoy some substantial benefits. These are tax holidays with respect to a number of taxes and reduced insurance premium rates; liberalisation of the customs regime, including free customs zones; special rules for access to land and for connecting to infrastructure facilities. 



Today, the relevant federal law is being finalised.  Development institutions are being created and promising centres are being selected.  One of them will probably be established in Vladivostok on Russky Island where the APEC 2012 Summit took place. 



Obviously, we are interested in that Chinese businessmen make use of these opportunities and become one of the leaders here, since both Russia and China will benefit from an accelerated development of the Russian Far East. 



It is important not to limit our relations to trade.  It is essential to establish strong technological and industrial alliances; [to] attract investments to the infrastructure and energy sectors; to jointly promote scientific research and humanitarian contacts; [to] lay a solid foundation for a sustainable long-term development of our trade and economic relations.  And the Russian Far East can and must become a natural venue for the said efforts. 




QUESTION: How would you rate the present level of cooperation between our countries in the humanitarian sphere and its prospects?  Which projects within the framework of reciprocal theme years (national, language, tourism, youth exchanges) have impressed you most? 



VLADIMIR PUTIN: The humanitarian contacts between Russia and China are in keeping with the steady development of the whole complex of strategic partnership relations between our countries.  At the moment, their level is as high as never before.  The major projects of national, language and tourism theme years in which millions of our citizens participated, have played a significant role in that. 



It is noteworthy that a number of events are now being carried out on a regular basis. These are festivals of culture, film weeks, youth sports games, student festivals, camps for schoolchildren and students, fora for university principals, exhibitions of educational services and many other events. 



An intergovernmental project of the Russia-China Youth Friendly Exchanges Years planned for 2014–2015 was launched this March.  The performance of the recently created Russian-Chinese philharmonic youth orchestra, headed by the artistic director and principal conductor of the Mariinsky Theatre Valery Gergiev, has become a highlight of the theme years’ launch in St Petersburg. 



Of course, we are not going to settle down.  The mutual interest of youth in history, culture and traditions of the peoples of China and Russia is increasing.  It is an objective process, and we are committed to fully supporting it in the future. 




QUESTION: In 2015, our countries will celebrate the 70th anniversary of Victory over Nazism.  What is the impact of *joint Russian-Chinese efforts to oppose the attempts aimed at challenging the results of World War II*? 




VLADIMIR PUTIN: It is true that the attempts to rewrite and distort history are becoming more frequent. 



Four years ago Russia and China adopted a Joint Statement on the 65th Anniversary of Victory in the Second World War.  We share an idea that it is unacceptable to revise the results of the war, as the consequences will be extremely grave.  It is clearly evident from the tragic events currently unfolding in Ukraine, where violent neo-Nazis are waging a real campaign of terror against civilians. 



I would like to express my gratitude to our Chinese friends for cherishing the memory of thousands of our compatriots, who sacrificed their lives to liberate Northeast China from invaders. 



Next year we will hold a range of joint events to mark the 70th anniversary of Victory both in the bilateral and the SCO format.  During these events, youth will be in the focus of our work. 



We will certainly continue to oppose attempts to 


falsify history, 


heroize fascists and their accomplices, 


blacken the memory and reputation of heroic liberators. 








Bill to curb NSA spying looks like change, but isn’t really [Excerpts]

The bipartisan bill that aims to put serious curbs on the National Security Agency’s mass collection of Americans’ [World Tyrant ubermenschen’s] communications is being hailed by Republicans and Democrats as a big breakthrough. 


It’s not. 


“The bottom line: This is largely *faux reform and. . .surveillance salve*,” said Thomas Drake, a former NSA senior official turned whistle-blower who’s critical of the agency’s collection programs.  “To date, neither the House nor Senate attempts go far enough.” 


That’s not easy to discern, thanks to an outpouring of raves for the legislation.  Democrats, Republicans and traditionally skeptical watchdog groups have put their muscle behind the USA Freedom Act. 


But peek just past all the good will and there’s serious concern that [Coward] Congress has much more to do. Not only are loopholes easy to find but also the government [The World Tyrant] has other ways of collecting the data.

Sen. John McCain, R-Ariz., said the Veterans Affairs Department is suffering from “a systemic, cultural problem” that cannot be solved with piecemeal responses, such as the resignation of a top official.

The February death of 56-year-old former Marine Jerome Murdough is a jarring lesson in what can happen when cells overheat, even though it differed from the *classic inmate heat death* in some significant ways: It happened in the winter and was due to malfunctioning heating equipment rather than scorching outside temperatures. 


Heatstroke causes a person’s body temperature to increase rapidly —-up to 106 degrees within 10 or 15 minutes—- and can be fatal if not quickly treated. 


Other heat-related illnesses —-heat exhaustion, rashes, fainting—- are most likely to affect elderly and overweight people. 


Others particularly at risk include people with heart disease and asthma or those, like Murdough, who are taking psychotropic drugs. 


Psychotropic medications can impair the body’s ability to cool itself by sweating, experts say.  That’s a particular concern as the number of mentally ill inmates who take such drugs has risen steadily.

Fearing militia control of Libya’s airports, U.S. moves troops to Sicily in case evacuation needed [Excerpts] 



Alarmed by developments in Libya, the United States [The World Tyrant] this week moved 200 troops to a base in Sicily so that they could respond more quickly if the U.S. [The World Tyrant] needs to evacuate its embassy in Tripoli 


The troop move is the latest acknowledgment from the Obama administration that three years after a NATO bombing campaign helped topple the government of Moammar Gadhafi, conditions in the oil-producing country are deteriorating and *security concerns that previously were confined to Benghazi and Libya’s east have spread to Tripoli, the capital, and the country’s west*. 


The fluidity of the security situation in Tripoli played out again Friday, as Algeria reportedly sent in members of its special forces and a military plane to evacuate its ambassador and staff after militants threatened them.
