The President [Putin] said that the decision to impose an additional tax on bank deposits in Cyprus, if it goes ahead, would be an unfair, unprofessional and dangerous step.

Insight: International court’s credibility in dock over failed prosecutions

The collapse of the International Criminal Court’s case against an ally of Kenya’s president-elect Uhuru Kenyatta is the latest blow to a tribunal under close scrutiny for securing just one conviction since it was set up more than a decade ago.

Handed the difficult –some might say impossible– task of building cases for crimes committed years earlier and many thousands of miles away, based on testimony from often unreliable or uncooperative witnesses in hostile environments, prosecutors have struggled to make charges stick.

Last December, Congolese fighter Mathieu Ngudjolo Chui was acquitted of war crimes and crimes against humanity at the end of a *three-year* trial during which the testimony of witness after witness was found to be unreliable.

“It’s pretty bad when, as in the Ngudjolo case, judges don’t believe the witnesses,” said William Schabas, an international law expert at Britain’s Middlesex University.

Japan ups damage seen from feared quake to $2.3T

—————————————————

A major quake off the coast of *central* Japan could kill more than 320,000 people and cause 220 trillion yen ($2.3 trillion) in economic damage, a government panel said in a report that more than doubles estimates of the potential cost of such a disaster.

The Cabinet Office said in a report carried by major newspapers Tuesday that the estimates were based on expectations for a magnitude 9 earthquake striking in *the Nankai Trough, which runs from just southwest of Tokyo to east of the southern island of Kyushu.*

The estimates by the Nankai Trough disaster working group highlight the need for greater preparedness, especially along the heavily populated, industrialized eastern coast, the report said. The government intends to use the higher damage estimate in drawing up disaster preparedness plans.

A magnitude 9 earthquake struck off Japan’s northeastern coast in March 2011, unleashing a massive tsunami that killed nearly 20,000 people and rendered tens of thousands of people homeless, many of them evacuated due to risks from radiation that spewed from the crippled Fukushima Dai-Ichi nuclear power plant.

Rodong Sinmun Denounces Japan’s Call for “Additional Sanctions” on DPRK [Democratic People’s Republic of Korea]

March 17, 2013 Juche 102

http://www.kcna.co.jp/item/2013/201303/news17/20130317-13ee.html

A grave situation prevails on the Korean Peninsula where an accidental bullet may lead to a nuclear war due to the U.S.[World Tyrant]-south Korea joint military exercises for invasion of the DPRK.

Like adding fuel to the flames, the Japanese reactionaries are busy, calling for “independent additional sanctions” against the DPRK.

Rodong Sinmun Sunday in a bylined article observes in this regard:

In view of the present situation which is *completely different* from the past, the behavior of the Japanese reactionaries shows that they are going to use this opportunity for realizing the ambition for making Japan a military giant and launching overseas expansion.

It would be a fatal mistake for Japan if it thinks it will be safe when a war breaks out on the Korean Peninsula and when its “Self-Defense Forces” take part in the war.

As they already declared, the revolutionary armed forces of the DPRK will exercise the right to a preemptive nuclear attack to destroy the strongholds of the aggressors and to protect the supreme interests of the country if the U.S. [The World Tyrant] ignites a nuclear war.

Japan will never be…an exception as it watches for a chance for reinvasion of Korea after leaving the whole archipelagos to the mercy of the U.S. [World Tyrant] imperialists seeking aggression… [against] the DPRK.

This is not just a warning.

It would be a serious misjudgment for Japan if it thinks as it lies beyond the sea it can survive the merciless strike of the Korean People’s Army.

If the Japanese reactionaries run amuck in collusion with the U.S. [The World Tyrant], they will face the horrible strike, and the Korean people will vent their long pent-up grudge.
