[Syrian Arab Republic] Prime Minister: Government Is Open towards All Political and Social Forces

Prime Minister Dr. Wael al-Halqi affirmed that the government is open towards all political and social forces, including the opposition and armed groups.

The Ministerial committee charged with Implementing the political program to resolve the crisis in Syria held a meeting with a delegation from the Syrian Nationalist Social Party (Al-Cham) on Monday.

Premier al-Halqi said that the government took steps and provided guarantees for *the return of displaced citizens and opposition forces abroad* who wish to participate in national dialogue.

In turn, the delegation members affirmed their party’s support for the political program to resolve the crisis, stressing that the success of national dialogue requires creating a suitable atmosphere for dialogue based on mutual building of trust, through tackling the files of the detainees,…and adopting legal and social mechanisms to settle their cases.

They underlined the need for discussing urgent issues like economy, the basic materials for citizens, combating corruption, providing job opportunities and realizing the principle of social justice.

Not much urgency to avoid automatic spending cuts

Ten days before a new deadline for broad, automatic government spending cuts, the sense of urgency that surrounded other recent fiscal crises is absent. Government agencies are preparing to absorb an $85 billion hit to their budgets, and politicians, at least for now, seem willing to accept the consequences.

The spending cuts, however, aren’t perceived to be as calamitous as the threatened results of recent fights over the nation’s borrowing authority and the “fiscal cliff” that would have cut spending and increased tax rates on all Americans paying income taxes. Failure to raise the debt ceiling would have left the government with no money to spend on myriad programs and could have precipitated an unprecedented default. The fiscal cliff had the potential of setting back the economic recovery.

Congress is also struggling over how to fund the government through the Sept. 30 end of the fiscal year.  Every federal agency has been running on autopilot at essentially last year’s funding level since October.

Supreme Leader Meets with People of East Azerbaijan

Ayatollah Khamenei addressed the important issue arising from the events that occurred in Majlis [Iran’s Islamic Consultative Assembly].

Referring to the people’s unhappiness about this issue, His Eminence stated: “This bad and inappropriate event upset me for two reasons.  The first is the fact that the event itself happened and the second is the fact that the people are unhappy about this issue.”

He added: “Unfortunately, in this event the head of a certain branch [Ahmadinejad] made an accusation against the other two branches –that is to say, the Majlis and the judiciary branch– on the basis of an unproven allegation which had not even been considered by the court.  This course of action was bad, wrong and inappropriate.  It was against sharia and the law and it was an immoral act.”

The Supreme Leader of the Islamic Revolution reiterated: “This behavior violated the political rights of the people because living in peace and in psychological and moral security is one of the basic rights of the people.”

Ayatollah Khamenei said: “For the time being [that is, before acting decisively] , I offer a piece of advice.  This behavior is not appropriate for the Islamic Republic.”

His Eminence described the recent questioning [of labor minister Abdolreza Sheikholeslam] as a wrong course of action, further adding: “Questioning should serve a certain purpose.  What is the purpose of questioning a minister –a few months before the end of this administration’s term [o/a July 14]– over an issue which is not related to the minister?”

He added: “Inside the Majlis, a number of people said inappropriate things.  This course of action was also wrong.”

The Supreme Leader of the Islamic Revolution reiterated: “The things which the honorable Speaker of the Majlis said in his own defense were excessive.  It was not necessary to do that.”

Ayatollah Khamenei stressed: “Neither that accusation, that behavior nor that questioning was appropriate.”

“We are all brothers.  When there is a common enemy ahead of us and when we see plots, what should we do?”

His Eminence referred to his support of the officials of the country, further adding: “I will help them.  But this kind of behavior is not in line with the oaths they take and with the promises they make.  The officials should see the greatness of the people and they should behave in a way which the people deserve.”

He stressed: “The executive officials and the Majlis should focus all their efforts on solving the economic problems of the people and the country because as I said a few years ago [!], the enemy has focused his plots and plans on economic issues.”

The Supreme Leader of the Islamic Revolution stated: “A few years ago [!], I wrote a letter to the heads of the three branches of government about combating economic corruption.  They repeatedly speak about economic corruption.  But this problem is not solved by speaking about it.  Rather, it requires combating in practice.  What was done in practice?  What did you do in practice?  These issues make one distressed.”

“Piety, piety, piety!  We expect the officials to focus all their efforts on solving the problems of the people

by exercising patience and

by suppressing unrestrained emotions and

by taking the issues of the country into consideration.

Now that the enemies have increased their hostility, the officials should increase their friendships.”

Ayatollah Khamenei added: “By Allah’s favor, this benevolent piece of advice will draw the attention of the officials, particularly high-ranking officials and they will act on it.”

His Eminence reiterated: “My complaints against a number of officials should not make some people shout slogans against such and such people.  I am against this course of action.”

Criticizing those who created a disruption to the speech of the Speaker of the Majlis in Qom [February 13], he stated: “A group of people call another group of people anti-wilayat and anti-wisdom and they shout slogans against them such as the event which recently happened in Qom.  This is a wrong and I am completely against such moves.

Before this, an event similar to this one happened at [first Supreme Leader] Imam Khomeini’s…holy shrine and I asked the officials to prevent these things.”

The Supreme Leader of the Islamic Revolution added: “Those who shout such slogans –if they are really religious– should know that these moves harm the country and they are against sharia.  If they do not pay any attention to these statements, then they should be treated in a different way.”

Ayatollah Khamenei reiterated: “By Allah’s favor, the future of the wise people of Iran will be very bright.  There are bright prospects for us.  We should take care of ourselves.”

10 people arrested due to “Qom” incident

Iranian judiciary spokesman Gholam Hossein Mohseni Ejei said Monday that ten people were arrested in Iran’s Qom city during the investigation of the shoe-throwing incident involving Iran’s Parliamentary Speaker Ali Larijani.

On Feb. 13, a group of people threw shoes at parliament speaker Ali Larijani, while he was addressing a gathering on the occasion of the victory of the Islamic Revolution in Iran in the city of Qom, southwest of the capital Tehran.

The parliament speaker was forced to cut his speech and leave the place.

Second Vice-Speaker of the Iranian parliament Mohammad Reza Bahonar says that Iran

s President Mahmoud Ahmadinejad wants to use the Putin-Medvedev formula.

In an interview with ICANA, Bahonar said that Mahmoud Ahmadinejad is trying to find a new variant during the recent [last] months of his presidency: “For this reason, the Iranian president is seeking insufficiencies in the Constitution.  He has chosen the path of Russia

s President Vladimir Putin, [and] wants to be president for 20 years.”

Bahonar said that former presidents also tried to find insufficiencies in the country

s constitution to extend their term of office: “For example in the recent [last] months of their presidency, former presidents Ali Akbar Hashemi Rafsanjani and Mohammad Khatami also wanted to take such a step, but the Constitution prevented it.”

According to Iran

s Constitution, one person can not be elected as president more than twice. Ahmadinejad has been elected twice.

Next presidential elections in Iran will be held on July 14 this year.
