others a favor and go away" may seem severe to
some --but, really, it's plain common sense.

"A white St. Albans [WV] man who waved a gun at
his black neighbor, yelled racial slurs and threatened
to run him off has agreed to move."

"[WV Deputy Attorney General] Sheridan said it is
unusual for a civil rights order to require someone to
move away, but [Romie] Dailey was unwilling to live
peacefully next to a black neighbor."

The civil rights order, Sheridan said, "safeguards the
